X79 motherboard risky buy, opinions?

I found an Asrock X79 motherboard that was listed at a really good deal on ebay. The problem is that it's listed as not working. I could start bidding to try and get it for as little money as possible or buy it for 150. I don't have a lot of money to spend and even at 50 dollars it is a lot of money to spend for me on something that might not work. I messaged the seller asking about the damage to wich I got the following response:

I do not know exactly where the problem is. Ram is loaded incorrectly and then the PC could not boot any more. With the naked eye you can not see physical damage. All contacts looks perfect. Physical state is 9,5/10 but does not work. I bought another MB and solved the problem. I have not tried to fix it because I believe that can not be done.

x79 or lga 2011 mobo won't fit a 4790, you need a 1150 board for a 4790.

That screams "dead board" to me. Who knows what or why, but if you're on a tight budget and can't afford to tie up cash in a board that might be sent right back (at your expense, I'd guess), I'd look elsewhere.

Aerocool DS are the best fans you've never tried.

If there is no physical damage it most likely is a connection in the pcb that has broke.

 

DON'T buy the board.

I didn't get to finish my post earlier since my phone was not working right and I was on break, but seeing the responses here basically answered my question.
 

I was going to ask what could possibly be wrong with it for potential fixes but I'll just look elsewhere. These boards are really hard to find at a decent price which is a shame because the processor I want is very cheap and can be found easily.
