500 watts out of the two choices. But 400 watts should be fine (with a power efficient CPU)

Not always, I am running a 450 watt on my system with an i5 6500 and GTX 1060 6GB.

@OBC I would recommend either the 450W Rosewill Photon or Corsair CX450 (it has a grey label). Best though, is the EVGA SuperNOVA G2 550W to allow you to upgrade or Crossfire another 460 (if it's possible).

You are full of misconceptions that need to be cast out (similar to the manner in which I almost threw up today after drinking all that Dream Maker tea). First misconceptions I'd like to break:

 

1) Running a PSU at 50% load will guarantee it lasts longer than, say, running it at 80% load. This is not necessarily true contrary to popular belief. IN a lot of units, yes, it may be true, but PSUs are so very complex that one cannot make assumptions like this. There are a lot of factors such as the fan profile that go into a PSU that can all affect lifespan. Also, getting a lower-wattage higher-quality PSU will usually last longer and be better than getting a higher-wattage medium-quality PSU and running the same specs. WHen you buy a high wattage PSU, part of that money is going into the capability for that PSU to handle higher loads; if you're never going to make use of that capability, what's the purpose? Why not just get a lower wattage unit for the same price where money goes into a better fan, caps, and design?

 

2) Wattage means something. It doesn't. Tell me, what is the wattage of a power supply? It's a question I have had on my mind for near two years now but every answer is different. There is no standard, they can stick any number they want to on the label. Very often that's an underrated number seeing as units like the Seasonic Prime Titanium 850W handle 1178W continuous while keeping everything in spec. Notice power supply reviews have numbers for voltage regulation, efficiency, ripple, but never wattage. That's because there is no such thing, it's all an illusion and marketing gimmick.

 

3) All 500W PSUs have something in common that make them 500W PSUs. No they don't, and for the exact reasons above.

Nope, CX450M is pretty objectively a better unit in literally every conceivable way. Don't know what argument was being had here but there's the answer.
