so any pc around that budget, i keep tellin him , but wutever, must have hdmi, from any website with paypal.

USD? He isnt going to be gaming on a pre-built at that budget, he would have to build it himself (It would just be a glorified facebook machine otherwise, not gaming capable). 

Please quote our replys so we get a notification and can reply easily. Never cheap out on a PSU, or I will come to watch the fireworks.

A cheap Windows key is about $20 USD from Kinguin or the likes.

you will be lucky to find a prebuilt with these spec for this price. Just convince him to build one ?

I'm going everywhere, and I can't find shit at the 550 price-range. iBuyPower has a machine for $850 with an i5 6400, watercooling and an RX480
