Woops clicked enter before i finished but yeah its not performing as should because of a bottleneck i pretty sure but i dont know what it is because it has about 34fps average in tomb raider 2013 in 1080p which is a game that pretty much only uses the gpu.

 

I have a core 2 quad q6600 in an hp xw4600 could it be the pcie x16 2.0 or something on the motherboard?

No it's the CPU itself. Unless it's heavily overclocked you will notice a bottleneck in many games. Overclocking will only relieve some of the bottleneck though, You'll still need to upgrade to a better CPU to see the full potential of the the RX 470. 

 

The RX 470 performs pretty close to a R9 390 so the bottleneck should be obvious. It's a good CPU but it's also a very old CPU.

Yea, the CPU bottlenecks it. The Q6600 is good, but it's not a modern CPU with modern performance and will hold back new powerful GPU's.

You should probably consider upgrading your CPU to something modern like Skylake or whatever (if you want more performance)
