Will my ram bottleneck my GPU

WHAT THE F*CK are these "other things" that they take up 10 gigs of ram (because windows 10 itself will gladly do with 2GB for itself)
besides, empty ram is wasted ram, so windows and some other applications will scale their ram usage accordingly to speed up, and release ram as needed.
my (pretty bloated) "idle" usage is ~7GB out of 16GB, and probably half of that is well... bloat ![]()
(EDIT: should probably add that my "idle" usage is also gpu intensive enough to make it clock up above idle clock
