Buy a RX 460 instead of a 950.

You don't need the 212X. I'd reallocate the money to a better motherboard or a USB 3.1 and Type C expansion card (yes Dynaquest has them). 

hahaha yes the green font xD, wont it thermal throttle without the 212x?, if im going for a rx480 its around 15000php but i found a cheap asus strix gtx 1060 at the same price at gilmore, btw how big is the difference between gtx 950 and rx480

It might thermal throttle but for now you don't need it in my opinion. Just save up after buying your build or save up more and go big with that or a Noctua cooler (DQ has them :) )
I'd go with the 1060 instead because that motherboard doesn't support crossfire. Also out of curiosity what shop in Gilmore?

So i repicked some of the parts and this is the final result

1. Budget & Location

700$ or 33600 php / Philippines (I exceeded by 100$ but i will manage .... Somehow)

2. Aim

Gaming and Programming

3. Monitors

1, maybe dual monitor in the future

4. Peripherals

none

i5 comes with a cooler and 1060 is way superior to a rx450 by 10-15 fps

Me and other people discussed this and this is best build we recommend for $700-750 budget.
