What is your CPU cooling situation?

And heat out of the back is probably mostly the GPU, which is normal.

I have stock intel cooler

but It doenst reach more than 80C

like @GDRRiley said, seems normal.

If it's too loud you can buy a better cooler than the Intel stock one, it does get noisy when the fan spins up!

You can get really nice air coolers for half of your budget for $40. But if you want to get a better solution you can go for water cooling with Corsair Hydro Series H55 Quiet Edition Liquid CPU Cooler.

while I agree it's a great unit, it's slightly over OP's budget. But I know it can sometimes be found on sale for a little less, so that's an option!

I'm a bit late to the party, but the Corsair Hydro H55 is an excellent cooler for about 50-60 USD. It keeps my i7 6700K running at 35C max under load.

Oh my... apperantly nobody did see the cheaper and even more important, the core issue here..

1.)

A stock CPU cooler means stock thermal paste and those really degrade fast. If the CPU is older than 1year, thats a very likely cause.

So just exchanging the thermal paste on the CPU, especially with a quality one, can allready make a big difference on temps & noise from the fan and will only cost 5$.

(In fact I just recently did that for my GF's PC, and in that case for an Intel 35xx something with a stock cooler, it went from overheating(88-90°C) on stock settings while playing WoW to maintaining below 82°C in prime95 with a 200 or 300mhz OC on each core, and all that was done by the thermal paste)

2.)

If we assume a default setup for the case, this is what it ships with according to newegg:

Front: 2 x 120mm or 2 x 140mm (not included)
Top: 1 x 120mm or 1 x 140mm (one 120mm included)
Rear: 1 x 120mm (one included)

Which means that by default the case does not have front intake fans, at the most it has a single top intake, combine that with a sidepanel that does not have intake/exhaust holes and there goes your airflow.

Looking at the afterburner screenshots @tROVLET provided, the GPU has to run at 2300 fan RPM to maintain 74°C and thats with constant alt-tabbing every few minutes.

http://www.guru3d.com/articles_pages/gigabyte_geforce_gtx_1070_g1_gaming_review,9.html

Here the card OP has is listed with 67°C tops and 2100RPM. Since its a tripple cooler setup that should really tell you a lot about the airlow going on in the case, which is none.

So the core issue here is not to fix with a new CPU heatsink.

I mean yea, obviously a aftermarket CPU cooler will be quieter and provide better cooling for the CPU but if the GPU hits 60% fanspeed just after a few minutes of gaming, after an hour that would easily go up to 65 if not 70% and that is about as loud as a intel stock fan will get. So afterall it will just shift the problem.

The better solution would be to create proper airflow into the case first, get 1 or 2 additional fans for the front (probably around 10$ each) and/or shift the top fan to the front as intake. Depending on how well that works, you can still look into a aftermarket CPU cooler, however be aware here: if your airflow is bad, which it is at it seems, getting a better CPU cooler result in more heat pushed into the system which will then in turn make your other components heat up more.
