Take the rx480 out of the equation and see if it'll boot with the iGPU on the i5.

Please quote my post, or put @paddy-stone if you want me to respond to you.

Try booting from the igpu (remove your rx480) and see if you can get into the bios.

In the bios there might be a setting to choose which gpu to initialize first, make sure that setting is set to the pcie graphics and not the igpu.

Try booting into the iGPU, installing the latest drivers for your GPU, then see if it boots with the 480.

OK, can you try a different output from the rx480? or try a different hdmi cable.

I dont find that surprising, as the bios does not require drivers.

I would try my suggestion ;)

Boot from the integrated graphics (unplug the rx480), and go into the bios.

Hmm, maby you got a DOA rx 480?

Have you plugged the monitor into the gpu?

Is the pcie power plugged in?

Do you have any other systems that you could test the gpu in (friends/family)?

It's only a suggestion, but if you have one, try a different PCI-e slot... I'm guessing it won't help, but worth a try. Other than that you're left with it being power related I guess, even though as you said above. What rx480 did you buy? can you link to the exact model you bought.
