Change your CPU to the locked one then.

unlocked is when you can overclock the CPU and the locked is the opposite. You can't overclock it.

An locked CPU means a stock CPU. Unlocked means that you can boost it with overclocking.

You can't overclock locked CPU by increasing multiplier (since it's locked obviously). You can however do a bclk overclock but you can't really predict how it goes honestly.

Kind of wrong. As I said locked CPU means it's multiplier can't be changed but you can still do bclk overclock. There are a lot issues with that though since changing bclk impacts a lot of stuff in your rig. When gaming it's very ill advised to overclock with blck since it will very often result in stutters and other issues.

I've heard somewhere that seagate's desktop class drives are of poor quality but I have no idea if that's true to be honest (maybe I shouldn't repeat unverified info?). Also next time you have some cash on hand you might consider (depending on your workload) expanding your RAM.

1050 bucks is my budget, but when i have more money i could expand my Memory.

I would definitly recommend the Cryorig C7 or H7, as the 212 Evo really doesn't live up to the hype. Also, unless you are doing some high end internet browsing, you don't really need to be getting a $70 wifi card.
