as long as you don't have a spinning disk turned diagonally, then you'll be fine.  Up and down ONLY for spinning disk.

Yes, but obviously don't do it while it's powered on. And DON'T do it with water cooling unless it is properly made for that.

Yes, moving the PC while it's powered on can especially harm any hard drives or fans that are spinning. It'll put resistance on them and possibly damage the motors. Linus explained this in some old video.

Yes. Actually many older PCs like IBMs were built like that. You had case under monitor. Today its not so common to have case with horizontal place for mobo. But there are dosens of external HDDs with vertical case. And consoles and CD players both have utilized vertical disc trays for years.
