Ram: Any 8Gb DDR4 ram you can find cheap

GPU: RX 460

PSU: EVGA 450/500W B2

Case is a very personal choice and you havent really explained what you are looking for in one. 

Please quote our replys so we get a notification and can reply easily. Never cheap out on a PSU, or I will come to watch the fireworks.

I am looking for something minimalist and small (motherboard i picked is ITX).

Looking at the system requirements: http://www.systemrequirementslab.com/cyri/requirements/dota-2/11352

You could easily play it at 1080p 60fps in the integrated graphics-and since you don't really need a GPU could go with an i3 6100

This is the cheapest system I could put together on PCpartpicker that can run MOBA's efficiently. Doesn't come with a case, I left it blank so you can pick whatever you want. Also doesn't come with OS.

MOBA's are so easy to run nowadays, just use the IGPU HD530 that comes with the CPU. I personally have a HD530. I've tested that iGPU in games such as Tomb Raider 2013, WoW in mythic 25man raids, The Division, Starcraft II, LoL, Total War, and so on. It was able to play ALL of them with very respectable framerates (it was almost never choppy under any circumstance, except in during heroism in WoW raids with the camera zoomed in too close). Granted, those tests were with the games at their lowest possible settings.

 

Bottom line is you should be able to play MOBA's very well on this i3 6100 and HD530 @1080p, as well as most other games you may want to play. You just aren't going to get any eye candy in them.

 

If you could afford a couple extra bucks, I would recommend getting the EVGA 500B or 600B PSU. The PSU in that link would run such a light computer just fine, but a PSU is a good thing to have extra quality headroom on. It would also allow for cheaper upgrades in the future if you ever wanted to add a GPU or something else to the system.

 

EDIT: I noticed you were interested in the H110N from gigabyte as your motherboard. You could sub that into this build no problem and everything else would still be 100% compatible and perform just the same. Gonna cost you a few extra bucks over the board I selected, but you could certainly do it if its within your budget to do so.

The criteria of this thread is "Budget" and "Dota2". You don't need more than the HD530 for that. As I said in my earlier post as well, it is very capable of running a lot of other games provided he is okay with running them at minimal settings. if he can afford more, then he could certainly get better.

Playing Oblivion on an i5 4440....with dual channel DDR3 1333. It played at 1080p 60fps perfectly with mods. Though I did have the iGPU "turbo" switch flicked to on on the motherboard, and it overclocked to 1.8GHz.

Well when you need your GTX 970 for your 4790K....and your GTX 650ti OC 2GB is on loan with an LGA775/771 modded rig......its still better than playing games on a spare GT 720, or a laptop's Phenom II N970+Mobility Radeon HD5650/5770/Desktop Radeon 5670 (I can run the 5650 at 650MHz instead of stock-with the voltage unlocked I could overclock it to 775MHz and match the desktop version).
