UserBenchmark was one of the first things I ran when I got the computer, before the problem appeared. I remember being impressed with the result. There definitely wasn't any "below expectations".

 

Can you guys run UB and see what you get?

 

Also, I'm getting coil whine now. I think it started today, I don't remember hearing it before.

I also remember now when i moved to this new house/city, the sound from cpu fan was increased somehow. Also i ignored a very prominent sign, some of the fans stopped spinning sometimes. I have 4 fans in my PC casing, 2 for in take and 2 for exhaust. Also my gpu has 3 fans and my cpu has 1 fan (intel stock cooler). When i moved to this new house one of the casing fans and one/two of the gpu fans stopped working. At first i thought that it could be something else and as soon as i hard reset my PC these fans sometimes start working again. Also if i tried to increase gpu fan speed the other(working) fans weren't increasing their speed. All this happened when the intensity of this issue was at peak for me. I shouldn't have ignored this sign. 

 

Another sign was that as soon as i moved to this house, i started GTA V and noticed fps drops and stutters. Through msi-afterburner i found out that the cpu was at 100%. I then found out that by removing logitech mouse software from taskbar (background) stutters were gone and cpu usage dropped. But the same software I used to run without any issue in my old house. I ignored this sign again, thinking that it might be logitech software issue.

 

But now as the intensity of this issue is lowered (like 10%) for me the fans don't stop anymore. This all is linked to the issue(case 2) we are having.  All of this never happened to me in my old house.

 

I even have a video that i forward to the dealer i bought gpu from so that he can get me RMA. I wasn't able to get the video of casing fan.

No as it has an international warranty(meaning i had to send it to USA that would have cost me like 500 dollars in shipping). Also it's not my gpu that's faulty. I think the PSU is working with what it's receiving. It's the thing that it's receiving has something wrong. I am not sure if it's fixed and should i start replacing components and find out like the rest of the people here that it did nothing. It's only gonna be a waste of money after knowing all about the power quality issues in this house. Just waiting to move to another house then i might start replacing components and see what got damaged or if it even got damaged or not.

SInce my computer is brand new and under warranty, I will send it back to the store and have them check everything. Maybe they find something.

It's not related to software(OS or GPU driver). It is an issue because of Power and how electronic components behave under certain power issues.

How can you be sure that it's not electricity? I have given many reasons here and even many articles that explains it well enough how electricity can affect electronic components. 

 

I am not advising you to buy a new house. What i meant was to visit some friend's house who is not experiencing this issue. No need to change the whole house.

It might not make sense, but for me (and a few other) the problem exists even on my TV and my smartphone. I'm not saying it's definitely an electricity issue, but what else could it be at this point? Either the problem started appearing on its own on every device, for some obscure reason, or there's something in common to all of them that caused it.

But then again, I had an electrician check the status of my outlets and he found nothing; more precise measurements require a sum of money which I'm honestly not willing to pay, since this is all just a theory and I have nor the proof, not the knowledge to assess that it is indeed a power issue.

If it is true that there are 2 distinct issues, as theorized a few pages back, then we might be talking about completely different causes and I would understand being totally skeptic of the electricity being the problem; but being in the group of those having more issues and not just on PC, I'm not excluding anything.

If we are looking for solutions, first we need to find out what specific issue in Electricity are we dealing with. According to this topic there are many issues in electricity and each issue has it's own solution:

A general solution can be to live off-grid on solar energy. Or it can be solved using an isolation transformer Or a Double Conversion Online UPS. In short there are many solutions but the most important thing is to figure out what specific issue in Electricity are we dealing with? It's very important.

This kind of research is way beyond what we as end-users are capable of doing. It takes specialised equipment and electrical engineering knowledge. It's the equipment manfacturers who should be able to tell us what the issue is and how to fix it.
