You can use a PCI-E 8x Slot, yes. And your processor is just the exact intel equivalent of my AMD one. Theres a small bottleneck, but nothing too bad.

i have a hp compaq 7900 cmt with a core 2 duo e8400 @3.00ghz and 4 gb of ddr2 ram and a 365 watt power supply

my questions are :-

1. will my cpu and ram bottleneck it

2. will my power supply be able to handle it?

3. will it fit inside my case

get a 950 instead, much more powerful and will likely not bottleneck.

for gaming, r7 240 performs a bit better than the 250.

I would look around for a used GPU that is a bit newer.  Can probably find a used gtx 750 ti for $80.

Lol,  NO

250 is 49% better, and has so much better price to percormance.

EDIT: unless you are thinking of a nvidia gts 250.

1. It would bottleneck, but, with $80, you sorta have no choice.

2. It doesn't draw from the power supply, but from the PCI-E Slot

3. It fits in my Micro ATX case, should be fine anyways

Thats the one I bought, can run Skyrim on High easily with a Athlon II X2 250 3.0 Ghz, and ESO on Med-High Settings 30-60 FPS.

I forgot to say, that AMD revised this version, so It runs like the 250E, with Cape Verde instead of Oland, generally speaking, the 250E is roughly 2% better then the 250.

Get a used graphics card. With a budget of 80 bucks you should look at the used market.

You can get a used 660 Ti, 7850 or r7 260 or r7 260x with your budget. They will be much better than a R7 250.

no, ebay doesnt work here neither does amazon

Ok then my only suggestion is to save another ~20 bucks and wait for the RX 460.

If that's not an option I guess the R7 250 would be alright for light gaming, although it's not the best value.

I actually have an R7 250 in my music production rig. I don't game on it but you could run CS Go, Starcraft 2 or other e-sport titles at 720p and high settings no problem. It's not a bad card. Just old and the price with 80 bucks is expensive relative to the performance it delivers these days.

will i be able to run black ops 2? and as i said newer cards dont come here right away, it will come here in a month or 2 and then too it will be for atleast 150-200$ judging by the price of the gtx 1080 here being 910$
