Bridging 2 connections to increase speed?
You can't make ONE connection (one transfer) go through two separate internet providers at the same time. If you have multiple connections (a download manager splitting a file download into several chunks and using multiple connections to download chunks independently), then it's possible to create some connections that go through one internet provider and the rest through the other provider. If one is slower on average, any chunks or any download being transferred on that internet plan will naturally be downloaded slower.
I'm not sure how Steam works, but I suspect it doesn't use multiple connections to download games, it just creates one connection to a remote server and retrieves files or fragments of files (if updates say so) . so multiple internet plans won't give you higher download speed, but it may help you from a quality of service point of view (for example if you have people in the house watching Netflix, the Steam downloads could be routed through one internet provider and Netflix would go through the other, so both would work just fine, without affecting each other)
