Unless you are on fiber, this is normal with Coaxial connections. General rule of thumb in the DOCSIS world is for every 10 down, you need 1 up. So if you have a 100mbps down, then you need 10 up to support it properly. You are within those specifications.

I'm guessing you have either DSL or Cable, those packages tend to be asymmetric and prioritize download.

Not exactly, with ftth it's pretty much universal to have symmetric speeds.

Network infrastructure is really good at going one way. Actually redundant one way as if a router is not working it will find one that is. But it has to travel the same path it did going up as down so if something changes your data is lost.

Because that is how residential internet works. To have high upload rates, you need fancier and more costly modems. Also, you are using Coaxial which doesn't help. To achieve higher speeds, they cut bandwidth for uploads.

 

The real solution is to get fiber... and I mean ACTUAL fiber line coming to your home, like Google Fiber, or commercial high speed internet by some providers, and not the ones that DSL companies like to shove in people face that they are "fiber" even though both Cable and DSL uses fiber, and only converts to phone line or coaxial when it comes to your home, or street block, which limits speeds.

This is entirely because of delivery methods such as xDSL and DOCSIS. There is only a limited amount of bandwidth available for signalling. Most consumers care far more for the consumption (notice the similarity) of information on the web and not in the production or supply of said information. Thus the bandwidth is divided into a much bigger portion for download, and a smaller portion for upload. Symmetric throughput is available on these types of delivery methods however they are typically reserved for more fringe cases such as business that host some type of content, even for internal use, or even for VOIP between offices.

 

Additionally when you give a lager frequency band to one flow of data you can actually push even more information as you can increase the size and frequency of the waveform. Thus if your service was symmetrical, you'd be lucky to get 40/40 as the wave-forms for symmetric throughput would be more constricted.

This is normal, because your coaxial line is shared with your neighborhood or block or condo/apartment building. So when everyone is on it, your connection speed drop.

To solve this, you can either go DSL route (because it uses the flimsy, thin, phone line, you won't have as fast connection, but you have dedicated lines), or fiber direct to your home, or you are lucky enough, that you are in a new'ish neighborhood, and the coaxial company didn't cheap out, and gave you a dedicated coaxial line per home (assuming you are live in an independent home, and not apartment building)

You had Time Warner, who was recently bought out by Charter. It looks like they have already transitioned in your area (ISP says "Now Spectrum") and you are now getting the Charter speeds.
