If I had a dollar for everyone who thought the CPU bonded to its cooler, I'd have an extra grand lying around. Since your CPU has pins I recommend putting it back in the socket and using a small spackle knife (plastic) to pry it off.

sorta typical, have had several members having the same issues with the AMD processor hot glued to the IHS of the CPU.

most had to use some heat (hair dryer/heat gun) to loosen the TIM or a strong dissolving agent for the TIM. be careful of those pins where your thumb is, they are fragile.

It's called thermal paste, and it sticks the two together when it dries out and is old.

Like everyone else said, it's just thermal paste. This sometimes happens when you remove the heatsink from AMD CPUs.
