What does water cooling have to do with your PSU?

It will only add additional 10W to your power draw for pump maybe. And not even that if you ask me.

750W PSU is more than enough.

Intel i7 12700K | Gigabyte Z690 Gaming X DDR4 | Pure Loop 240mm | G.Skill 3200MHz 32GB CL14 | CM V850 G2 | RTX 3070 Phoenix | Lian Li O11 Air mini

Samsung EVO 960 M.2 250GB | Samsung EVO 860 PRO 512GB | 4x Be Quiet! Silent Wings 140mm fans

You won't be pulling more than 400W from the wall. I'm 100% sure about that.

So you will be fine.

I don't know how great that PSU is, so I'd talk to @STRMfrmXMN about that, but a good 750W PSU should be enough for an overclocked CPU and 2 overclocked 970s.

The 970 does take that much under load, two of them with a processor is easily under 600.

Although go to http://powersupplycalculator.net/ for assurance.

Load power: 566 W

Recommended power supply: 779 W

Is it the TX or is it the CS. You listed it as a TX at the start of this topic.
