External Hard Drive: "Access is denied" when trying to initialize it.

I have this USB External HDD, that doesn't appear anywhere on my computer except in disk management, as "unknown", and "not initialized": https://i.imgur.com/wqdZNwq.png?1

(I can also eject the HDD with the "safely remove hardware" icon in the tray... I can eject "Ext HDD 1021"...)

When I right click it and press initialize disk, whether I chose GPT or MBR, I get an error saying "Virtual Disk Manager: Access is denied".

There's no important data on the disk, so I could afford to format it (there's no option for that yet, obviously). Does anyone know of a software or a trick to somehow make the drive usable again ?

Also, here's what I get in diskpart, this is quite weird. I can select disk 1 even though it's not listed with list disk... https://i.imgur.com/ClCNcgX.png?1

It's not an option, when I windows+q and type disk management, I try to control+shift+enter it and the administrator message doesn't appear, it straight up loads the page. I can rightclick diskmgmt.msc and click "open as administrator" but same thing, there's no admin message and it straight up loads Disk Management. I'm on windows 8.1.
