The Xeon can't be overclocked, and you must use a discrete GPU with it. If you're comfortable with those two caveats, it's imo a better value than a locked 6600. I'd get the Xeon.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

There isn't really a fair comparison between these two in multi threaded tasks, the i5 is a quad core whereas that Xeon is a quad core with hyperthreading. Also, they will need different motherboard as they are on different sockets (1150 for that Xeon and 1151 for that i5). I would pick the Xeon because it would last longer in terms of programs using it (because of the hyperthreading) and it would still be fine in gaming.

Keep in mind that not all workloads benefit from hyperthreading, such as 3D rendering and some video rending tasks (see Linus's investigation into video editing rig guidelines). I am writing this response to you on a E3 1231v3, and it has worked well for me. Its fast enough for most of what I do every day. 3D rendering could be faster, but that's very well and more cores would help me the most from that perspective (I wouldn't be satisfied until I had 2 2699v4's TBH). I was deciding between a 1231v3 and another i5, and I chose the 1231v3, and I am very satisfied.
