If you're running a 4790 and on a budget, the stock cooler can handle anything you throw at it. An aftermarket cooler would be quieter, but that's it. If all you're after is noise reduction, the TX3 with a low fan curve is good enough. If you're overheating, RMA the chip.

Which one is better?
The Hyper 212 Evo or the Hyper TX3 Evo.

- The hyper 212 is most expensive, at 33 USD, where the TX3 Evo only cost 25 USD. (This is for my second build, budget build, i7 4790 1150 socket.) 

 

Which one to buy?.. and why!

The TX3 is up to 10C worse than the Hyper 212, but by worse, you're running Prime95 in some form or fashion. ( http://www.overclocking-tv.com/content/reviews/13393/cooler-master-cpu-cooler-fight-hyper-tx3-evo-vs-212-evo/ ). I don't consider Prime95 a realistic test, so on average it's only a few degrees worse.
