Make this build better?

I'm making a gaming build for a buddy at school. His max is ~830 usd. Just a basic 1080p 60fps gaming rig to play upcoming games. Windows is a must, so has to be in there. 

I don't think we need cpu cooler here. I honestly hate installing the hyper 212, such a pain.

Skylake CPUs don't come with stock coolers anymore. You need an aftermarket one now :S

I say jiggly-bytes when I see "GB".

If you get a grey Windows key, you save but there is risk:  -$60

If you drop to 8GB of RAM:  -$25

 

So I am under by $37.  $60+$25+$37= $122

 

If the GTX 1070 sells for $346 or less you can add that in with the above mentioned changes.  Don't go for a R9 390 right now with the launch of Pascal on the 28th.
