good CPU cooler for small HP tower.

The CoolerMaster option is out of my budget. What is cryorig anyways? Is it some cheapo Chinese company? At this point I think I'm stuck with the m9a...

Cryorig is an up and coming company with very well regarded coolers. Their mounting hardware is on par with Noctua's and their fans are alright.

so there are better than thermaltake? also do you think the m9a would preform similar to a hyper 212 evo? or a hyper tx3? because my goal is to achieve performance like the hyper 212 evo but in a much smaller package/size. while of course costing the same or less amount of money.

Thermaltake is alright and far from the best. Was it a typo and did you mean Thermalright? Their Silver Arrow is still one of the best heatsinks available. 

 

It seems to perform similarly to the 212 Evo here but take it with a grain of salt: https://www.techpowerup.com/reviews/CRYORIG/M9i/6.html

It uses the M9i which will likely give different results from the m9a on a larger amd cpu. It will probably be louder for the same performance compared to the 212 Evo as well.

As long as it doesn't sound like the turbo jet stock AMD cooler then I'm happy.

Why at least a 120mm fan? 92mm would be fine and quiet and if it still is too loud get a Noctua or something :P

Before I wanted a 120mm fan for silence and efficiency but then my hp tower only has 5.5in of clearance for a CPU cooler so I'm just gonna go with the cryorig m9a since it's the only cheap cooler that would fit in my case

The H7 is already garbage for 125w CPUs, what makes you think the little M9 will be any better? People need to get this through their thick skulls, CRYORIG isn't the answer to everything.

 

This cooler is a better one.

No, it's not. The TrueSpirit 90M isn't in the same tier as coolers like the 212 Evo or h7. http://www.technic3d.com/review/kuehler/1439-thermalright-true-spirit-90/4.htm#oc

Thermalright may have some great products but they aren't the answer to everything either.
