Best desktop system you can buy/build on a budget of £350 or $500?

I'm trying to get my friend hooked up with a semi-decent gaming machine for £350 or less. He'll be playing games like CS, GTA at 1080P medium-ish settings with a 60Hz monitor.

What options has he got? He doesn't mind going second hand for all the components except case and HDD (obviously)

A decent mouse and keyboard will need to be included in this budget but he already owns a semi-decent monitor.

He'll also need Windows. What would you recommend?

You could probably get Windows cheaper from G2A, /r/softwareswap, or Ebay. You can get a GTX 760 from Ebay for about 90-100 USD. Cases are a personal choice so I picked one that would be in the price range.

If you can get like a 280/380 used or even a cheap 7950/70 that'd be pretty solid as well

If you have a bit more money your best bet would be skipping the 950 and getting a 380 4GB, about 150 for it, it outclasses even the 960
