Windows 8 does include video playback. It has Windows Media Player and also a full screen metro app for video.

Anyway, MediaPlayer Classic will give you better image quality than VLC.

Windows 8 comes with the same codec as Windows 7.

To expend the codecs, I recommend Shark007 codec pack. The codec pack, unlike many others, does not replace Windows codecs, but rather actually register them properly. Also provide thumbnail preview support.

Windows Media Player 12 is good video player. People spew VLC and Media Player Classic, as they they continue to assume that WMP12 is like WMP9 or 10. Well it's actually good now.

For DVD player back, that is the only thing that was removed. It's a 10$ add-on into Windows 8 Pro. The Add-on also comes with Media Center, and all the needed codec to use it. (DVD playback will only play on Media Center). Microsoft removed the codec as:

-> Telemetry data showed that nearly no one used the DVD codec in Windows.

-> Disk drive in system was disappearing.

-> People wanted Windows at a cheaper price.

For a more 'complicated' way you could get MPC-HC then either CCCP codec pack or Shark 007 codec pack (my preference). Both support 10bit playback and all video formats you would ever use. Also very simple to install.

If you want the ability to push quality I'd go MPC-HC

+1 on VLC. It plays everything you will need (music and videos in many formats).

Windows does include video playback, but either way, I love GOM and VLC.  So either of those are good choices in my eyes.
