What is this yellow stuff on the solder?

Helping a friend build his computer and he was having bootloop issues then I saw this yellow stuff on the solder pads any one know what the yellow stuff is?

Solder flux? They might have forgotten to clean it at the factory.

It's flux.

Usually left over from the soldering process if not cleaned properly.

Using IPA you could probably clean it off yourself if you wanted to

Ok thanks i thought it may be but wasn't sure and just wanted to make sure it wouldn't be something that would be causing boot-loop issues.

To old, doesn't even have USB 3.0

Well he bought it from a tech store around here and they said they tested it and it worked so he got it used.
