Why does my HDD do this?

You can do a S.M.A.R.T test to check the health of your drive.

That's probably either or both:

1) HDD Burst Speed

2) Fragmented Drive.

What kind of hard drive do you have exactly?

 

I've just done the experiment with my own GTAV steam install directory and this was the result. 

 

Consider I've copied the data FROM 2 Samsung 840 EVO in Raid0 and written it TO my Raid 10 made of 4 3TB WD GREENS

 

Theoretically, my raid 10 should be about twice as fast as your single HDD and I got as slow as 110MB/s and as fast as 190MB/s, though the average were 150MB/s. 

 

Just like you, it started very fast, nearing the 1GB/s but that's pretty normal as it used your cache initially. 

 

I would recommend defragmenting your HDD just like @Moonzy mentionned. Of course, it all depends as well at how full your HDD is. The fuller it is, the slower it would technically be.

I'll run a speed test on a 500GB HDD I've just installed windows 10 on yesterday. Just give me a bit of time to defrag it beforehand and I'll post back here afterwards.

Okay, my 3.5inch HDD is pretty old so take the results with a grain of salt. 

 

Though I've also benched a brand new 2.5inch 1TB WD BLUE drive I got with a laptop I bought last month. That one was manufactured in June 2015. 

 

Gotta say, I'm quite surprised at the results of that WD blue. much better than I originally expected
