It's still better, the r9 390 wipes the floor with a 960.  Not to mention you're getting better quality components, not random OEM crap.

The R9 390 is an elite 1080p gaming GPU. The R9 290 beats the GTX 960 by 45% in techpowerup's suite of games, and the R9 390 is about 8% or so stronger than the R9 290. So about 55% stronger than the GTX 960 at 1080p.
