iCloud won't let me download the files

If I download a file with data from my phone, the file does not download and an error "Your device could not connect to the server" comes up. There may be a problem with the server or the network. - Your device could not connect to the server. There may be a problem with the server or the network."
I usually use Private Relay on my phone but even disabled it does not work to download the file with data.
If I download with my home wifi instead, the download is slow but it works.

 

Any solutions?
