Disney plus judder

So I got a Vizio OLED I know now get a Sony LG or Samsung it's been a pain software wise but I got the 65" for $500 basically new my problem is on the roku ultra and Chromecast with Google tv the Disney plus app judders real bad most of the time I looks like bad frame pacing. The built in apps on the TV run it at 24hz perfect 

I have match frame rate on both devices and Disney plus always outputs 60hz. Here's the weird thing sometimes it looks buttery smooth but most of the time it does not. Just with roku and Chromecast the built in app is fine. Film mode is on my test is the Disney logo at the beginning at most Disney movies the slow pan is easy to see judder. 

I'm not sure why sometimes it looks okay but not Everytime.

Netflix peacock and Paramount switch to 24hz fine and look smooth just Disney.
