I've been looking at this pc for a while. 

But for the same price (or less) what would I be able to build?

Having never built my own pc I have no idea how parts compare to others or really where to start so I'm coming here for help.

I'm pretty new to pc gaming...but doesn't the 4GB video card mean better gaming?
Along with a decent CPU?

It depends on the game. TBH with either the i3 6100+GTX 950, or i3 4150+R9 380 4GB, you'd get a PC that is very good for gaming.
