ARTIFACTS in games ? Driver issue or what?

I am seeing blocky and flickering graphics in hitman absolution and saints row iv.They are not everywhere in the game but at some locations.See the pic below

 



SPECS:- (Nothing Overclocked)

Core i7 4790
Corsair Vengeance 8GB 1600 Mhza3.png.0750c2d775c7af6a5f3dc70abb8d7075.
Corsair CX850 PSU
Gigabyte R9 390 G1 Gaming
1TB Seagate 7400 RPM
Windows 8.1

Drivers:-
Radeon Crimson 15.12 for win 8.1

Monitor:- 
HP LP2475w

Playing all games on 2k VSR

I bought the r9 390 a week ago.what is the problem? whats causing this?

so you only  upgraded the card ,, and this began , could be a driver issue.   my experience with  Video cards being bad or faulty is  line  and black streaks across the screen then  ,, a poop out (total failure) Id say your  power supply  is  enough Its not as efficient as the RM, HX or AX series but corsair still  puts their warranty on it so its not that bad.  Chances are   just a Driver issue there.

Might be a driver bug. Try installing 16.3

Is this happening in all games? How are the temps?

 

As the others have said, try the new drivers.

 

if its still there try and older driver

 

if its still there try underclocking the GPU memory (not the core)

I downloaded msi afterburner and my temps were 60C at idle.I changed the fan speed from 25% to 65% and now the temp is 34C.

This is happening also in saints row iv

I have warranty on my gpu, wouldn't underclocking void my warranty?

Well all of my parts are new (have almost 11 months of warranty on each).I was going to buy the rm but my bad luck, it was not available.

Set the fan speed to 75%.54C max temp while playing hitman absolution in windowed mode.Set shadows to medium and the problem is gone.But tha5.png.cc671007ad8ba0967d7d17842c1600cb.ese lines are appearing now. :(

Drivers issue man, try boosting your Anti-Aliasing and Put your V-Sync to Off. Also try it on 1080p if it still happens.
