I'd probably replace 2 year old thermal paste.

It should be fine, but you should apply new thermal paste

not really

linus says hes done it with no performance impact but in general its bad practice

especially if the thermal paste is dried out

 

and no you cant take the cooler off while the PC is running

It's recommend to replace it everytime due to air bubbles but as it is 2 years old also the paste is probably starting to dry over that period of time.

So long as the paste hasn't dried and enough remains, it will probably be fine, though a fresh application will still be advised since you're going through the trouble anyway.

I don't have any atm. I will be getting some more when my CPU cooler for my new computer comes in. Should I just clean it now then replace later?

I know I can't take the cooler off whilst my PC is running haha. I'll do it for now and wait for my new cooler that comes in with some paste.

Since I cleaned it, it stops idling at 60c and now it's around 38-40c

i know that Intel cpu's are more tolerant of heat than AMD'S are, but i would not risk the chance of having problems for the $5-7.00 for new past. if you have already removed the cooler, and need to run the computer, i would only run it as long as necessary to do what you have to do until you get it remounted with new paste. think of it like running your car with 2 quarts of oil in the engine. could you drive the car that way? well, if someone was trying to kill me, HECK YES! but would i use the car to go grocery shopping, i do not think so.
