They will pull around 400-440 watts from the wall while I guess the 970 is around 320-360 Watts, so unless the extra 100 watts makes a huge difference in your electricity bill I don't think it matter much.

if you are welling to bet on the 970 overclocking quite well and don't plan on jumping to higher resolutions from 1080p then the 970 is fine, but generally the R9 390 is the one that gets recommended.

you wont see much difference between the two processors anyway so i'd go for the second one with an r9 390.

The i5-6400 + GTX 970 is far far far far far superior. The i5-6400 runs at 3.1 GHz under quadcore loads while the i5-6500 runs at 3.3 GHz, so not a lot of difference. But the GTX 970 murders the GTX 960, it's not even close. The 970 is comparable to 2xGTX 960 in SLI.
