Data transfer - is it supposed to be this "wonky"?

I transferred a 300mb video file from my SSD over to a memory stick (USB 2.0) and was wondering why it spiked to such an amount at the beginning and turned so wonky towards the end

Have you tried updating/reinstalling the USB drivers? Or a different USB port? 

Worth trying the USB on another PC too. Same file if you can.

Its not a big issue to me - as long as the files are transferred, just wanting to know for future reference

Well, I've had a similar pattern to that with some file transfers. I've also had ones that go fast, then stop for a few seconds, then start up again. 

While it's not exactly normal, it isn't really uncommon.

It copies to the cache in the beginning, thats why it's fast and then the cache fills up and it has to actually start writing the data to the flash chips.
