this build good for non-k oc-ing?

Don't non-k oc. Intel is forcing the motherboard manufacturers to disable it in the next bios update which will likely be downloaded on its own. Don't do it. 

CPU:  Intel Core i5-6400 2.7GHz Quad-Core Processor

Cooler: ARCTIC Freezer 7 Pro Rev.2 45.0 CFM Fluid Dynamic Bearing CPU Cooler

Mobo:  ASRock Z170 Pro4S ATX LGA1151 Motherboard

RAM:  Avexir Core Series 8GB (2 x 4GB) DDR4-2400 Memory

HDD:  Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

GPU:  PowerColor Radeon R9 390 8GB PCS+ Video Card

Case:  Thermaltake Chaser A31 ATX Mid Tower Case

PSU:  Thermaltake Toughpower 550W 80+ Gold Certified Semi-Modular ATX Power Supply

 

So I was wondering if this build is capable of BCLK-overclocking to 4.0-ish Ghz at 1.35 volts. I'm not completely certain if 550 watts is enough power or if 2400 Mhz is speedy enough memory. I know the motherboard is capable of overclocking non-k processor, but who knows, i could need a better motherboard. Anyone know? Thanks.

you will not be able to overclock the 6400

if you want to overclock buy a K CPU
