So I have been having this issue with YouTube for a few months now

I haven't gotten any of my google plus notifications, you know the little bell in the top right of youtube, I would really like to be able to see the aids in the replies to my comments again :). 

Seriously though, this is all I have seen for a while not and I can't click on the link

Since it's asking you to sign-in to view them and you can't click on the link to do so have you tried signing out completely and then signing back in? I just checked through the settings and I can't find any option to disable notifications or anything like that.

I have done this.  I have also tried singing out of google, YouTube, and all other linked accounts.  Doesn't help :/

you need to login in chrome to view that. 

You don't need to use chrome to use that, I'm in Firefox right now and I can view my notifications just fine.

Do you have any browser extensions that might be disabling it?

I tried luanching extensionless chrome, didn't work.

 

reinstall chrome 

You made me think to try another browser... Opera worked.  I will sync up my data then reinstall chrome, I will let you know if that works.

out of curiosity, did you try to login from different account once ? if this only happens in chrome, install Chrome Dev build.
