Pre-assembled PC's usually aren't geared towards enthusiasts types who pay extra for customized internals.  Basically it's a business strategy, companies are not going to waste time and money on something like this because they wanna maximize profit and get that skrilla.

Because painting inside is harder and costs more. Because none of basic prebuilds have windows. Because in the old times opening PC case of prebuild was instant void warranty.
