An aftermarket cooler on an i3 may be a little redundant, also will you be having 2 GPU's or one? If just one you can definitely do with a lesser power supply.

Skylake doesn't come with stock coolers.

That's only for the 6600K and 6700K

Buying a new rig - MB, CPU, GPU - I would NEVER re-use a PSU that's been running more than a year.   Just not a place where I would want to cut corners as that's a lot of components to fry.  I'd also never buy a PSU under 600W, as this is a good area to future proof a bit.

You can overclock with BCLK.

 

Fair warning. Overclocking with BCLK disables AVX instruction sets, C states, proper CPU thermal sensors (Gotta get temps from package or PECI reading), reduces L1 cache speed by 75%, and disables the use of an iGPU. 

 

Make sure people understand that, and are comfortable with those sacrifices before choosing a non-K over a K series to overclock.
