You can buy a new account and play no problem, but old account is gone

It bans the Steam UID. So creating a new accounts would work. 

 

IP banning is pretty pointless now, as most ISPs use dynamic addresses, rather than static.

yah. Depending on the VAC ban length the account may be terminated. But the 2nd account should be fine

Why what did you get banned for?

Your ip is reassigned about every 2 weeks. So the only thing they can do is ban the account. This is why it's so hard to get rid of hackers.

Affects your account, but sometimes the VAC can be affected to a huge amount of games in your account.

Source games for example, if you get vac banned in TF2, then you'll get vac banned in other current source games like CS:GO.

engine wide bans only apply to valve titles released prior to left 4 dead 1. You won't get banned in CS:GO from cheating in TF2, CS:S, DOD:S, etc (but you are correct in that cheating in one of those games will ban you from VAC servers in all the others)

Hmm seems like its pre GO games that had the affect.
