Throw your PSU out the window and get a new one. If its not from a popular brand then its probably a bad (chinese) one.

What's the brand of the psu? The amd cards are known to be power hungry so it may be a problem with the psu if its a cheap one. If that's the case, I highly suggest you get a psu from a reputable company like Seasonic.

R9 280 isn't that power hungry, it's basically the same as an HD 7950. I've been running one overclocked on a 650W PSU with an overclocked 2500K for the last 4-5 years.

First, I would suggest turning it off and unplugging it, to stop it catching fire and burning your house to the ground (because that is fairly imminent given the described symptoms.

What is your budget for a replacement?

plus minus 100 euros or so. depends, im gonna get an appropriate one. im not going to buy titaniumplatinum 200+ rating 1000euro psu so forget those. modular/semimodular would be nice, but not necessary. i bet that if there is same price 2 psus, another one is modular another one isnt, then the modular one is shittier in terms of it being a psu

It's probably the PSU, for reference next time avoid prebuilts like the plague. You should replace it with a EVGA G2/B2/GQ/GS unit or anything from XFX or Seasonic.

Not a rated PSU, throw it in the bin, even a bronze cert PSU is better, get something from BeQuiet, Seasonic, Corsair or a reputable brand

Seasonic M12II would be a decent option. Corsair RM series is also pretty good. Both should be around 100 dollars for a 650-750W unit.

I'd recommend an EVGA G2 550w or 650w. They're fully modular, 80+ gold, and manufactured by Super Flower, which are very reputable. Plus they come with a 10 year warranty.

Current System: R7 1700x 3.93Ghz, PowerColor R9 380x 1.14ghz, 16gb Corsair Vengeance Pro 3200mhz, EVGA 650 GS

Try an FSP or a Seasonic... Their 500-600W bronze units should be around that price...
