i3 540 /w 4gb ram only getting 10-20fps in Minecraft

My friend gets around 10-20fps while playing online Minecraft. These numbers are with 1.8.3 optifine with low settings. 

 

He's got an i3 540 @ 3.07ghz with 4gb ram with Intel HD Graphics. That's pretty much all I can say. I have no idea why this happens because I know Minecraft is CPU intensive. His friend has a pentium g2030 with a 750ti and gets way higher frames. 

If you play Geometry Dash, would you take the time to rate this demon? 14986973 ;3;

Ask him if he has Java 64 Bit installed, or only 32bit.

otherwise he is just out of luck
