Why does my intel i7-4790 only uses 2 cores?

Use Cinebench to test the CPU. You should see 8 boxes creating the image.

Return cpu and get a new one or buy a whole new computer.

Yes...I have set all cores in the bios

Download CPU-Z and show us a screenshot of that please.

Did you try resetting the bios , do an update on it as well.

 

Also how many cores does the bios read ?
