Weird Folder in C: drive

It is a security update for .NET Framework 4.

 

Not sure why its stored itself there, don't delete it.

Those are usually remnants from update, driver and general software installs. Try searching for that in your registry.

It wont let me open it because it says I do not have permission, same with every other file and folder.

Run => regedit => Edit => Find

You don't need to worry about it, just leave it where it is. If you delete it you could break certain programs on your PC.
