Is It Just Me, Or is the R9 380 Garbage?

I really hope I just got a dud, because this is embarrassing.

 

On the lowest settings, I can barely get Black Ops 3 to manage 30 FPS and it consistently dips down to 16. This is at 1080p resolution at the lowest possible settings!

In Rocket League, I can't get the game to run more than 34 FPS at medium/low settings. My XPS 15 runs this game better! I'm certain it's not my CPU, which is an Intel Xeon E3 1231 because when I plug in a 970 I can max out both games at 1080p 60fps.

Seriously, my Xbox One delivers a more enjoyable experience.

EDIT: Yes, I have already installed the latest AMD Crimson Driver, and while running Black Ops 3 my GPU Temp is 48 Degrees

For one, the 970 is essentially a more powerful card than the 380. 

 

Nonetheless, I don't think you should be getting those types of framerates with that card, so I'd say something may be screwed up. The 380 wouldn't be one of the most recommended GPUs on this forum at the moment if it was garbage.

Make sure you DDU before you swap from AMD to Nvidia and vice versa. They both get finicky when they're both on a pc.

Hmm.. That is oddly low performance. Make sure your drivers and the games themselves are up to date. Monitor your temps and clock speeds to ensure the card isn't thermal throttling for some weird reason. I have no clue how well-optimized BLOPS 3 and Rocket League are, but I'm fairly sure that's about half the performance you should be getting.

i have the msi r9 380 4gb and i used a amd athlon x2 dual core in league and got 100 fps lol with severe cpu bottleneck and stutters it was just to test the gpu so u def have a prob and cpuz shows all the diagrams and running specs of the gpu / cpu dl it and post results

It would be great to know if it is the 2gb or 4gb vram. The only thing I can think is a Vram issue maybe? You are on an ultrawide display which very well could be the cause of the issue or I am dumb. Also turn off v-sync if it is on?
