Since you are getting a unlocked CPU, don't get a Z170 mobo get a H170.

You dont have a K processor so downgrade your MOBO to a H170 (no OCing)

I agree about the PSU and GPU suggestion, but the Z170 board is not a bad idea. More and more board partners are releasing bios updates to overclock locked CPU's. I took a 3.3ghz Pentium G4400 to 4.6ghz on an Asrock Z170 ITX board. Not to mention they also support faster memory (Read my signature for a study I did about the impact faster memory has on gaming). 

 

Unless the person absolutely does not want to OC, I would recommend Z boards over H boards for Skylake.

Considering that the i5 6600k is only dollars away I can only assume that he doesn't want to overclock.

4690k is overkill too following your logic. It's a flawed logic cause with the 390 he'll be able to not upgrade for a longer period of time

difference is i'm within the $800 budget....... 

His own build is over the 800$ budget. It's 3$ less than mine so following any kind of basic logic, it has to be within the budget.
