Oh, you're asking if the PSU can handle it?

I thimk so, but I dunno for sure. I sometimes hear a 290x needs a lot of Watts... 650 should be plenty I think

Let's say 1.3V on the CPU and watercooled. I'm not sure which watercooler to choose but the H80i/GT or H90 seems good for my budget.

That PSU can handle a 290X and 2700k, yes.
