What the fuck are you on about? 

That PSU is not tried and tested, so we would not put it in our systems, nor would we recommend you put it in yours. If you've already bought it, fine, but I wouldn't use it. If you wish to try and get the most of your money and use that PSU, don't come complain when it blows. Maybe it won't, maybe it'll be fine, but is it a gamble you really want to take? Especially when it could possibly destroy other components in your system?

Your PSU is, without a doubt, THE most important part of the computer. 

In terms of swapping it out, we have no idea what you're on about. Give us some context. You say you can't return it, so what? Throw it in the bin (that was a joke, take it to a recycling centre). If you can trade it, trade it something that you weren't absolutely set on, such as a case, RAM or SSD.

What do you mean tested? As in, opened and inspected for the quality of components and then tested with highly specialised equipment and industry experts? Or hooked up to one of those Thermaltake Power Doctor (or whatever the fuck they're called) and tested to see if its functional?

If the prior, then excellent! Otherwise, don't touch it with a barge pole. A working power supply does NOT equal a good one of sufficient quality, it could still just as easily take out your system.

The 80 Plus certification also isn't an indication of quality, only efficiency. With an off-brand PSU like that, I wouldn't be surprised if they slapped the 80+ logo on and didn't get it tested. 80+ has gotten easier to achieve, so it shouldn't be used as an indication of a worthwhile PSU.

its tested infront of me and they got a device (dunno wat called) but its showed the output power and i saw every went fine and did not go under or over the wattage that it should give like the 24 pin. it showed 12 volts as it sould give and its really 80 plus.

I wouldn't use a secondhand HDD, you don't know what it's been through. A used SSD can be okay, but generally speaking, get your storage new.

Sure, it would do the job, but we cannot say for how long.

If you have to ask that question regarding bottlenecks, you should probably do some more research. The 4690K is a very powerful chip, and is not held back by any consumer-grade graphics card currently available on the market in a gaming scenario (within reason). I have my chip running at bone dead stock.
