I have run GTAV at almost 100% GPU load with overclocking and have had no problems. Temps are bad. Usage usually isn't.

Snorlax: i7 5820k @4.5ghz, Asus X99 Pro, 32gb Corsair Vengeance LPX 2666, Cryorig R1 Ultimate, Samsung 850 evo 500gb, Asus GTX 1080 ROG Strix, Corsair RM850x, NZXT H440, Hue+

Smallsnor: Huawei Matebook X

 

Canon AE-1 w/ 50mm f/1.8 lens

Pentax KM w/ 55mm f/1.8 SMC lens

Zenit-E w/ 58mm f/2 Helios lens

Panasonic G7 with 14-42mm f/3.5 lens

No, you want it to be at or as close as possible to 100% load. It means your GPU is contributing everything it can to running your game.

 

Obviously if you're running minesweeper and getting 100% load there is a problem though.

Using 100% of your gpu is sort of the point. They don't make high end gpus for you to play pacman on.

 

If the gpu usage is high, then you are getting the most out of your gpu, and you should be focusing on the temps, as that is what will cause issues.

Funny cause i was so used to it being low since i don't really play graphic intensive games. The only other game ive gotten that was graphic intensive was mgsv but even that game didnt have it as high as fallout 4 did. Right now my other only concern is the fact that fallout 4 struggles to keep a solid 60 fps the entire time. I also don't think i could overclock my gpu since it's already superclocked. (it's a gtx 960 at 4 gigs)

If you're not using 100%, that means you need a better CPU because it's bottle-necking it.  If that was the case, you would have to upgrade your CPU so that the GPU is getting used 100% :D

 

So no, it's not bad, it is how it is supposed to be.

Thats because it takes more than a GTX 960 to maintain a constant 60fps.

Almost there, either OC or lower some settings from Ultra to High (Namely those demanding UltraGodrays)

Vsync, or frame caps can also lead to lower gpu usage, but those are less of an issue than a cpu bottleneck...

Well, yes, but I'm just saying in general.  Unless the game is capped or the user has capped it themselves, it should max itself out
