yes, the graphics card is overkill, go with a 380 and get a better cpu

Slightly. A 380 would be fine but a 390 would be better for the long run. Also, do not get a CX PSU, get something from XFX, Super flower, Seasonic or anything from EVGA's G2 or GS lines.

How? I run a 1080p monitor and a 390. I also play Witcher 3 with ultra settings. Why give that up?

For newer games that's probably the best card for it, 970 is not enough for me personally, just depends on the games you're going to play.

Wouldn't trust a cx 600 with the responsibility of powering a 390 and I wouldn't consider it overkill for newer AAA titles such as Witcher 3

EVGA's B2 PSUs and Antec's True Power Classic are also good PSUs.
