I like how AMD GPUs can run hotter than their competition, but their CPUs have to run much lower than competition.

AMD CPU division and AMD GPU division are very different

their GPUs are keeping up with latest technology, have very competitive performance, and actually rival a much larger company (nvidia)

their CPUs however are just pretty much failures that are 5+ year old technology

I run my case fans at around 700RPM, fast enough to cycle the air effectively, but slow enough to be practically inaudible.

GPU, well the stock config, for the TF5 (your cooler) means the fans don't spin until the GPU hits a certain temp, (probably around 50-60°C). Hitting 85 is not much of an issue, it's over 90 where the card should start throttling.
